I have an elderly neighbor who has used a computer for years but can no longer remember passwords. With everyone going nuts over security these days and forcing people to change passwords and even stores forcing you to "create an account" in order to just browse products, it is making it extremely difficult for the elderly to keep up. Is there a really simple to use Win 10 app for handling this problem?

You might try SafePad. It's basically a self-encrypting notepad app that he could store his passwords in. You need a password to open the doc.

Oh the irony of 'best practices'.. make sure all your passwords are different, complex, and not written down anywhere.. also, change them frequently to ensure you can't ever remember them.

I'm afraid that even SafePad would be beyond her. She brought her laptop to me today complaining "I can't do anything on the Internet". I checked it out and everything seemed to be working fine. A basic malwarebytes scan didn't even pick up a PUP. When I asked her for a specific site she was having problem with, she told me to try loging into to her bank account. She has an icon on her desktop for that. Turns out her login no longer works. She then said she couldn't even get into Walgreens to look for something. Walgreens was asking her to "create an account". She didn't know how to do that.
Nothing wrong with the laptop. Security nonsense has just overwhelmed her.

She has a notebook full of usernames and passwords and can't remember which ones go with what. We spent two hours a couple of months ago just getting her Poker Stars app, which she uses constantly and has of a million play dollars in winnings, working again. Couldn't just create a new account or she'd lose all of her winnings.
