Looking to buy an desktop pc to run the softwares like hypermesh abaqus analysis and Pro-E. I want to know which PC configuratio I should go for better performance and low price investment.

-better performance is relative. I assume to mean good bang for your dollar
-Low price investment is relative. $1500 is low to one person while $400 is low to another
-Is this a professional environment? Do you have deadlines to meet?
