BEST PC Set up for hard-core gamers for under 700?

Hello, I play wow and APB, and will be playing SWTOR, I need the best set up that will allow smoothe gameplay, mainly for APB, wow works fine but APB is laggy, and uses more CPU than wow, So i need a system that can woop some ass on APB but still be cost efficiant.

APPROXIMATE PURCHASE DATE: August 30th, or sooner.

BUDGET RANGE: $400 to $700 Before Rebates, the 700 is the absolute max, 650 is pushing the limit....

SYSTEM USAGE FROM MOST TO LEAST IMPORTANT: Gaming, surfing the internet, and watching movies.

PARTS NOT REQUIRED: Keyboard, mouse, headeset.

PREFERRED WEBSITE(S) FOR PARTS: newegg.com, tigerdirect.com

COUNTRY OF ORIGIN: USA...

PARTS PREFERENCES: I would like to use an intel over AMD CPU & Biostar mobo and full tower case, if the AMD is better and at a less cost, like over all in performance, {I've heard AMD's are bad for over heating issues} then add it.

OVERCLOCKING: No / Maybe

SLI OR CROSSFIRE: Maybe, dont really know what they can do for gamers....

MONITOR RESOLUTION: anything above 1024x768

A MUST HAVE: Gots to be able to Handle WOW and APB ( All Points Bulletin ) the best it can with the budget I got.

ADDITIONAL COMMENTS: Need to have a window, good cooling, maybe some glowing, I would like the pc to last me a while... and I would like it to run quiet if possabe. This PC needs to be kick _ _ _, Cost effieciant, Energy Efficiant, and long lasting, not a chunck of metal hoggin engery and creating a heatstorm in my bedroom...

The top part, I was a quick build I threw together for under $700 without looking for combo deals (I recently built that PC for a Client). However, batuchka has provided a better under $700 build, which would be my recommendation now, if the combo deals are still active.
