I want an upgrade for my pc and monitor for about $640. For the Monitor I want a 1920x1080 60hz monitor or higher. For the pc I don't care whether it's AMD or Intel, I just care whatever gives me more bang for the buck. Here are my current specs.

CPU: Intel Core 2 duo e6850
MOBO: Asus Striker II Formula
GPU: GTX 560 TI (Zotac I think)
RAM: 4gb DDR2
Storage: 2 1tb hard drives
PSU: 1000w (I don't know if it's outdated)

Solution
Just quickly threw this build together, will give you more than enough performance to max out CS:GO. I assumed you will be re-using the HDD's and PSU and already have an OS etc.

Gigabyte GA-970A-UD3P AM3+ with FX-8320: $215 before $10 rebate

Kingston 120GB SSD: $56 with code EXLWHWE33

G.SKILL 2 x 4GB DDR3 1866: $67 with code EXLWHWE27

ViewSonic Black 23.6” SuperClear Pro Monitor: $142 with $10 gift card

That's $469 before $20 in rebates.

Your 560ti should work fine for CS:CO, but here is the XFX Double D R9-280X-TDFD 3GB for $200 after rebate with code EXLWHWE35.

If you want to go big on the monitor, check out the Acer H6 27" 5ms IPS panel Monitor for $197 with code EXLWHPG33.

That would make it $524 before $20 in rebates (without the 280X).

Unless you have a 'retail' version of Windows, you should purchase a new copy.

The Monitor has a 5ms response time, and I have been told that to play CSGO it is needed to get a 1ms monitor. Does this matter? And is this motherboard sli compatible? As I would like to add another a few months from now.

Whoever told you that you need a 1MS response time has no idea what they are talking about. You will not even notice the difference between a 5MS response and a 1MS response.
