Best PCI Express 2.0 card?

I am looking for a pci 2.0 card that is good. I have an r7 250 but my motherboard I guess doesn't support PCI 3.0. My motherboard is a Narra3-GL8E and I want a graphics card or possibly somehow get my R7 250 working. Thanks

Even a 2.0 board supports a 3.0 card.

3.0 cards are backwards compatible with 2.0 boards, you should not have a issue with your 250.

My motherboard though has a PCI 1.0 x16 slot and 2.0 cards or more compatible with those, or so I hear, than 3.0 cards with pci 1.0

It's not working though. I put it in and there is a black screen. So I have to use a gt 610 right now but I want the r7 250 but it won't work and one guy said that my motherboard probably isn't compatible with it. Another guy said my psu is causing that. I don't know what the problem is. There is no bios update for my computer either that I can find. The latest one is in 2008 according to hp's website while all the other computers in the same m9400f series all have newer bios. My computer is a hp pavilion elite m9402f

It is a 300w PSU but it worked fine on my dell optiplex 745 with a 275w psu

One guy said it probably isn't my psu but the fact that my motherboard isn't compatible and I can't find an update for it which really sucks
