No, the best PCIe x16 GPU, is the GTX 1080TI!!!!!! No doubt.

The GTX 1080ti is not the best performing PCIe x16 GPU at the moment. The absolute best performing PCIe x16 GPU, as you requested, is the Titan Xp, although it's performance for the money is questionable.
With the upcoming release of Vega, GPUs can dethrone the Titan Xp and possibly for a reasonable price.

titan xp costs double and just surpasses 1080ti for not a big margin, and also is very hard to find on most markets, so no one mentions them and not much people runs to buy a titan xp to play gta
