I'm currently using a Rx 6800 GPU for XFX, I saw a Rx 6900 XT for used price of $500 (price negotiable), what best price to offer the seller to get it lower

Do you have a link to the listing for the card? The price of the card would depend mostly on the condition of the card.

You’d even possibly be better off with a 9060xt. I saw a video showing the 9060xt is slightly slower than the 6800xt, but didn’t appear to be by a whole lot. However keep in mind you’d have better upscaling etc.

Honestly if you’re going to upgrade go for a 9060xt on a budget or get a 9070/9070xt or don’t bother. Why spend money on a 6900xt when you’ll just be unhappy in a year and ready to upgrade again?

I agree with the others, There's not a huge reason to buy a three generation old video card unless its on a ultra steep discount. Going with a RX 9070 or 9070 XT will ultimately give you more longevity.

You'll also get even more bang for your buck if you sell your old video card.
