I'll be getting the i5-11400F and the RX 6650XT. I don't think I'll be doing any crazy overclocking. Was thinking about going for Corsair CV or CX 650W. Are they good enough for my system?

What a about the Be Quiet pure power 11?those are not good enough power supplies in the long run .
if you want corsair go for RMx
adata core reactor , phanteks AMP , asus strix or MSI A GF are also solid units .
(buy at least 750w unit so you will have some room for future upgrades as well)

So the Thermaltake ToughPower GF1 650W I've considering on it's site says that it has a 10 year warranty so that good no?Depending on the games you play, the i5-11400F is likely capable of driving a much stronger graphics card than the 6650XT.
To allow for such a future upgrade, buy a much stronger psu than 650w.
The incremental cost of going to 750w/850w/950w is modest.
A psu will only draw the power demanded of it, regardless of the max capability.

Tier lists are nice, but they are opinions.
I think that the best way for a non expert to estimate quality is to look at the warranty.
If the unit has a 7 year or better warranty, it is likely to be good.
As an example, the Corsair RMx 650w is $105 with a 10 year warranty.
750w is $120, and 850w is $150.
You will see the same progression with Seasonic Focus.
