I have a question.
Is this thing applies to find out what the best memories are to divide the frequency with CAS Latency?
For example I have DDR4, 3600/14 = 257,15 and 3800/18 = 211,112 <257,15. The higher the quotient (high frequency and low CAS Latency), the faster the RAM.

Yes lower CL in same speed ram is better. Not just better latency but also in quality.

Formula is CL ÷ frequency × 1000
