It's a screen filter you need, not a screen protector which is for small screens like mobile phones or small tablets where the screen can get scratched easily, unlikely to happen on a PC monitor which sits in one place all the time.

The screen on that monitor is 21.5 inches diagonal, so you need a 21.5 inch screen filter.
Screen Filters for privacy and eye-protection don't come cheap. An example made by 3M is here:

https://www.amazon.co.uk/3M-Privacy-Filter-Widescreen-PF21-5W9/dp/B002RRPDA6

No idea what country your in so above link may be useless to you.
Use a search engine to find other links to vendors selling screen filters in your country like I just did...

Screen filter alone probably won't resolve issue 2)
I spend 10+ hours a day in front of pc and to make it less straining on my eyes I use these:
- low monitor brightness (but enough to comfortably see all details)
- software like f.lux (reduce blue light)
- increased font size
- invert text and background colors (light text on dark background) wherever possible: stylish firefox plugin with midnight surfing style, themes in editors and operating system.
- regular breaks

You should also visit eye doctor and get appropriate glasses.
