Best setting for Gta 5 on my PC

My pc specs:
Processor: Intel core i5 3570
GPU: Zotac Nvidia GTX 980 Amp edition
Ram: 8 GB

1. Please suggest me a setting on which I can get constant 60 fps.

2. Should I use V-sync in game or turn it on in control panel?

3. Should I use MSAAx2 + MFAA?
