Solution
The extra RAM isn't for the OS. It's for the GPU to store textures. The GPU takes RAM addresses from the top down so the OS never sees it. I would guess it's probably PCIe 16x v.1.0. You might look for an old 16x v. 1.0 card. i don't know if HDMI existed back then. Do you have the latest dell BIOS PCIe version and memory capacity can get updated there.
GT730 1GB DDR5 64 bit would be next best. They overclock nicely on the PCIe slot. That MB will support 8GB DDR2-800. 4GB is OK fpr a 1GB GPU, but for a 2 GB GPU you should have 5-6GB RAM. It requires low density RAM (chips on both sides of the modules). Avoid DDR3 video cards. Newer AMD (GCN3) stuff won't work on old Dells, and UEFI cards won't work either due to Legacy BIOS. It would be worth saving up another $20 if you could. For $40 you won't be too much better off than onboard video. Amything you buy now can be moved forward to another computer later.

I have done the research on the 510s motherboard limitations, it will take 8gb of ram but no matter what OS 64 bit etc that you do only 3.25 is usable. Everyone who has tried it has ran into the same issues.

Sadly even the gt730's are going for more then 40$ on ebay. All I need the card to do is have HDMI out.
