Best Socket 478 cooler out there now in 2014

Hi all. My old stock intel fan is failing and the temps on my old intel Pentium 4 2.8 GHz cpu are skyrocketing. I'm looking for the best cooler out there in the past and now to keep that thing cool. I'm looking for straight up cooling ability. Would be nice if it was quiet too but cooling is most important.

I just installed this one (http://www.newegg.com/Product/Product.aspx?Item=N82E16835200029) in an old Gateway I was fixing up for a family friend who just needed a computer for e-mail. Works pretty well.
