Build Advice Best Streaming PC or How to build?

I have experiences with building PC. I built one for myself and one for my brother. I want to build one that is very small for streaming such as Netflix/Hulu on web browsers. Is it possible to build it for less than $100?

Not unless you're sourcing all second hand parts and recycling parts that you already own or have hand-me-downs.
