best super hero rpg for miniatures games

I'm looking for a set of rules I can use to represent super hero
battles as a table-top miniatures game. I've tried both Heroclix and
SuperSystem but I don't like either of them that much. Instead, I've
decided to see if there's a super hero rpg I can convert. Out of all
that are available, which would be best suited for this kind of thing?
So far the only ones I know about are Champions (which may be too
complex for a simple miniatures game, especially if each person plays
with an entire team) and Mutans and Masterminds (how difficult would
it be to convert that for use with the Chainmail/Dungeons and Dragons
Miniatures game?)

Personally, I thought the SuperSystem rules were pretty snazzy and it's
based, in part, on the Hero System (one of the suppliments has/will
have conversion rule for the two). Maybe you could beef up your S2 game
with Champions rules. Just a thought.

Mutants and Masterminds is a pretty straitforward game. It's based on
d20 (3rd ed. D&D) but dumps classes and changes the combat model quite a
bit. Most of the combat stats can be pre-calculated and really just
come down to rolling a d20 adding the derived value and comparing it to
your opponents fixed 'defense' for that power. Bookkeeping is fairly
simple, and it is well suited to using minis.

I guess it's just personal preference. I'm not too fond of White Wolf
style games where you need buckets of dice. I also didn't like how
super-attributes were handled. There are also some other minor things
that bug me about the rules, mainly with how certain powers were handled.

It looks like Mutants and Masterminds may be my best bet, unless I can
convince the people at Hero Games to make a stripped down table-top
miniatures version of Champions.

Champions would rock as a minis game, but yeah, it'd take a while compared
to, say, Heroscape.

I agree that Mutants & masterminds would be best. Heck, they did away with Hit
Points too. It's basically a save versus the damage to see how hurt you are.
And if you take too much damgae too soon, you're dead.

Personally, I always thought it would be a good idea on Wizkids part to get a
license to one or more of the RPGs to do a set of Indy clix based on their
world. Between M&M SAS and Hero there would be dozens iof characters. And how
many people on this list would just by them to have minis for their game?
