Hey there.

I'm looking for a good time of the year to buy my PC parts for a build. I've read some threads and some have said that buying parts specifically on Black Friday/Cyber Monday is not too reliable.

I get that it depends on what parts I want to buy, as I need to look constantly for flash deals for that product. However, is there a good, reliable, and certain time of the year when parts are on sale for builds?

I'm looking for a phase to buy all of my parts at once (if that's a good idea).

Honestly there really isn't a best time of the year. I say the best time to buy is right when you're about ready to hit the "buy" button. Really the best time to buy depending on your budget is when all the new hardware starts rolling out and that is usually during the summer. If you are expecting colossal discounts on hardware during Black Friday / Cyber Monday you will be disappointed because the major stores don't apply heavy discounts to in demand items.
To address your last point, it's probably a good idea to get get everything at the same time. That way you can assemble and test it all, and if there's a problem with any of the components, you've still got time to return or exchange them to the store.
