Best Time to Upgrade or Wait ?

First of all, thanks a lot for all the help I've got in Tom's Hardware since 1 year :)

I have an old Inspiron 580S. Yes, The Slimline Version. :sarcastic:
I was only 9yrs Old at that time so my dad gave this desktop which could not be upgraded and had a GPU which was more of a Nightmare.

It has an i3 540 (Really showing it's age), 4GB RAM, 300GB WD Hard Drive and a GT310 which runs super hot like (55-65 Idle-80+ Under Load). I Literally underclocked it with MSI afterburner to prevent crashes.
I can only play old games and it's "just" enough to manage my school projects and other things.

I'll be in college in a few years and I will need a laptop to handle my needs.So I am confused whether to get a new desktop or laptop now
or wait for Pascal/Kaby Lake.
I know i will be waiting forever like this:??:

I am ready to increase a bit if it's really worth it.
If desktop, then I'll be assembeling it.

I'm not sure if you'll be able to find this in India for around 40,000 Rupees or not, but you'll always get better performance for the money (with gaming) by going with a desktop:

For a laptop for college, if it just needs to be mobile for taking notes, writing papers, surfing, etc......then I'd just get an inexpensive netbook to handle those specific tasks.
 
Yup-Desktop Rules
I don't need windows.I already have 10 Pro and I'll dual boot with Linux
My current one can still manage but not for long.So the question is that shall I wait till my current config can no longer serve my needs or Get a new one now.
I really want 10nm but that's 2017 I guess

If I get a new one now, Any ideas on what to do with the current one ?(I already have an HTPC)
The 950 costs almost the same as 960 so I'll be getting the latter.
Also, the 6400 costs the same as 4460 so.....

I'll get a netbook later cause i'ts not needed right now but the Asus X205TA looks pretty good.

Oh,yes, Any suggestions for this current overheating problem ??
