Friend has a decent i5 4460 system with an upgraded Seasonic PSU, not sure which model.

He's got $200 to spend on a GPU.

RX470. Only modern GPU in that price range, until team green comes out with the 1050. But knowing them, it'll probably be like 250$.

EDIT: For even cheaper options from the last generation of cards.

Could also go with the older R9 380 (which is slower but cheaper than the 470) *or*
