Best upgrade option

Currently I am using an i5 4590 with a RX 480 on a 28" 4k monitor. I use the system for gaming, Visual Studio and a little video encoding. I want to get a GTX 1070 TI....but I also want to get a i7 4790k. I am having trouble deciding which route to go and would like some outside input. Thanks!

The GPU will be a much bigger performance boost. However with current GPU prices unless you cna get a good deal on a 1070ti the CPU upgrade will be the only affordable option.
