best value for money high refresh rate monitor?

is 1920 x 1080 at 140 fps better than 2560 x 1440 at 60 fps?

I have a gtx 980 so i know i wont even get 60 fps at 2k sooner or later

also what are the specs you should look out for when choosing a monitor?

I want good quality picture and also use for gaming

Unless you are the kind of player who plays games like cs:go and absolutely needs the high refresh rate playing at 60fps is completely fine.
And if you are completely fine with 1080p then just save your money and get a 1080p 60Hz monitor.

However, if you do any Photoshop like work then higher resolution will greatly benefit you.
