best video card for windows vista home basic 32 bits?

I'm planning to save money to buy a new graphics card and I want to know which graphics card is best for Window Vista Home Basic 32bit, that gives you better graphics. Right now I have a Intel G33/G31 Express Chipset and Intel Pentium Dual CPU E2140 @1.60GHZ and RAM of 1.00 GB, any suggestions?

Best is a bit of an open term. This is the "best" video card for Vista http://www.newegg.com/Product/Product.aspx?Item=N82E16814161399, do you want to spend over $500 on a card?

Need to start with your budget, your computer brand and model, power supply wattage, what you want the video card for (high-end games, light games, HD video, etc....). For light games, video, about a $40 card will do.
