Hey, could someone help me on whats the best voltage for a 3.8 GHz OC on a Ryzen 1200? Thanks!

The lowest stable voltage is "best".

There's no guarantee you'll hit 3.8GHz as that depends on chip quality.
I believe the "safe" voltage limit, as per AMD was 1.35V - so 1.35V or less.
