Best water cooler for OCing

Hi, I'm just wondering which would be the best water cooler for overclocking the 4670K.

Any help would be greatly appreciated and I'm sorry If I've been making alot of posts on the forums about this build

Swiftech H220-X. Not only is it the coolest, it also has the ability to expand if you wish to include a GPU or anything else down the road.

Doesn't it have to be refilled every year (sorry if it's wrong) as I heard somewhere it had an evaporation issue

I haven't read anywhere as of yet that it had any evaporation issues. It comes prefilled, so you wouldn't have to refill it or even swap out the water unless you add on to the loop.
