Question Best way to connect USB Type C portable monitor to desktop computer?

I want to connect a Dell 14 Portable Monitor - C1422H to a desktop computer.
The problem is that the monitor has only 2x USB Type-C ports (Alt Mode DP1.2, HBR, HDCP 1.4) ) and they both for PD and DisplayPort. According to the manual: "For normal usage, devices of notebook and mobile phone that connect to C1422H need to support video signal and power output of 7.5W(5V/1.5A)"
The desktop computer has only USB Type A ports (Both USB 2 and 3) and a DVI port and HDMI (in use) port. The only PCI-E cards I find with USB Type-C connections don’t support PD or I’m not sure if they’ll support Display Port output.
Would you please tell me what's the best way to connect this screen? Also, would it be possible to have one cable doing all these things using the right PCI-E card?
