Best way to get rid of static electricity?

I'm about the build my first PC in about a week or so and I wanted to take extra precautions on ESD. (Better safe than sorry). Using a Anti-Static Wristband, what would be the most optimal way to stop from shorting out my components? Also, should I clip the band to the case of my old PC and plug in the power supply without turning it on? Or should I just clip it on the case w/o plugging the power supply? Or any suggestions? I am using a Corsair Carbide 200R which is all painted so that's why I'm clipping it to my old PC. (I'm working on carpet if that helps). Thanks.

Thanks for the responses. I'll be clipping it the band to my case with its power supply plugged but turned off. I dont have a mat or a humidifier ,however it is a good tip for the future. And yes I'm working on a wooden table.
