Best way to remove dust

What's the best way to clear dust off of components like the fan blades etc?

Am I right in thinking that a general duster may create static even if I have an EsD on?

You're right. Don't use a duster. Even though the chance is minuscule, there's still a chance. Compressed air in a can has always been my favorite way.
