I know there is an effective minimum level on this quest but is there a
maximum? I'd hate to find i'd painted myself into a corner by levelling past
it.

>From what I have read your level is capped at 17 once you start the
quest and
so I would assume that you need to start it before 18.

Yes. I don't recall what it is, but it is listed in the manual.

Steve is correct. After ding'ing lvl 18 the quest NCP for the betrayal
quest says something along the line you're too late.
