[SOLVED] Better GPU Worse FPS

So i recently helped my little brother build his computer and he basically got an entire new computer. The graphics card he has is a 1070. And his game of league of legends runs at almost 200fps.

Now i have a RTX 2070 and i can barely get 120. I am very confused by this. Could you guys help me look and see what the issue is as i am very new when it comes to diagnostics.

Asus ROG STRIX B250F GAMING Motherboard
1 X 16GB G.SKILL Ripjaws V Series DDR4 3200 Memory
nvidea RTX 2070
AMD Ryzen 5 2600 6-core

the temp regardless of game is at 38ish,
however when the game is running the EDC(CPU) will shoot up to 99% of 90 a (limit 168a)
i do not know what that means however.

Anything else you need to possibly figure this out let me know

From the given information we are looking at a cpu limitation. If your 2600 is running 99%.

Please start your game and monitor gpu and cpu load. If it is a cpu limitation we would expect 99% cpu and 30% gpu something along those lines. League of Legends is a joke for any modern gpu to run.

The issue with your R5 2600 could be the single stick of Ram because the infinity fabric is so closely tied to Ram latency and frequency. Do the diagnostic first but maybe switching to 2x8 or getting another identical 16 gb stick will solve the issue. Maybe you could trade with your brother if he has 2x8. Intel is much less Ram dependant.
