I am building my first PC and was wondering if I should choose a better MOBO or a better GPU.

Better GPU:

MSI B450 TOMAHAWK ATX AM4 Motherboard

MSI GeForce GTX 1660 Ti 6 GB VENTUS XS OC Video Card

Better MOBO:

Asus Prime X470-Pro ATX AM4 Motherboard

Asus GeForce GTX 1660 Super 6 GB DUAL EVO OC Video Card

Yeah, I agree with you but doesnt having a better mobo helps for future upgradability? Is having a better MOBO for upgradability better than having a slight decrease in performance?

Nah. The b450 tomahawk has been shown to cope with even 16 core Ryzen well, so your not going to lose anything from the cheaper board.
