Better upgrade 770 GTX or 3570k/3770k?

Hello my current build consists of the following:

CPU - i3-3240
GPU - MSI Twin Frozr 660 GTX
PSU - TOPOWER TOP- 500W ATX 12V v.2.3 -80 PLUS Bronze Certified
RAM - 4GB Kingston DDR3 1333
MOBO - ASUS H61M-A -LGA 1155 Intel H61 - Micro ATX
OS - Windows 8.1
Monitor - ASUS VE247H 23.6" 1080p capable

I have two questions:

1) I would like to know which would be the better upgrade path to give me an immediate boost in frames rates.

a) Upgrade current CPU to i5-3570k or i7-3770k
b) Upgrade GPU - to MSI Twin Frozr 770 GTX

2) If I need a new PSU for either upgrade (or both eventually) could you please give me a recommendation for a PSU with sufficient wattage and voltage.

I currently play games at 1080p often times without any AA because at 1080p I personally can live with minor jagginess I see and I like a "sharp" image. Also I tend to play without AO and reduced quality shadows to keep my frame rates as close to 60 fps as possible.

I only have cash currently for 1 major upgrade at the moment, so which would be best for what I want?

Best is if you get both. But i3 limits framerates so i5 is now good buy. Later you can uppgrade GTX 770 or 780.
