Between Noctua NH-U12P and Thermalright IFX-14, which is better to cool down Phenom II X4 940 or any other cpu with good overclocking ability?

Both of those coolers will do fine, if you want very quiet go with the Noctua.

consider the noctua c12p aswell, its a little tricky to install but performs very well.
