BF3 PC video Lag FIX?

I recently build my own comtputer with I7 4770K, 16GB Ram and the R9 290 vapor X, but I am still getting lag issues while my ping is just fine. I only have this problem with BF3, but I can't find the right FIX. I would be verry happy if someone has the answer for me.
Does anyone know how to fix this?

But I already have the latest drivers, but when I am playing I am getting random stutter in non demanding enviroments.

What is your GPU/CPU usage, along with temperature? You may have done this, but try differentiating between your video settings in-game, and see if there's any difference.

I have tried this, but just as other people who tried this my screen keeps stuttering, whil my average FPS is above 60.
