bf4 and crysis 3 fps spikes yet no bottleneck?

Hey guys
I have hwinfo64 running to see what my computer is doing whilst im watching the fps constantly go 60,53,57,48,60 etc every second. At some point not long ago it used to be fine. And ive tried different drivers before you ask no difference.
Atm im on bf4, i go the test range set everything on low, None of my cpu cores are near 100 theyre all 60 50 40 etc and my gpu is like 40, my virtual memery load is 31 and physical memory load is 45. No bottleneck then? Is something in the background running that im not aware of or that its hard to detect? if so, hoe can i find out?
I have turned off my oc for the sake of elimating factors and my spec are as followes :

6300 usually at 4.5, currently at stock
powercolor 280x - note that i have tested my other 280x, same problem
gigabyte 970a ds3p
2x4gb kingston hyper x beast
500gb hdd
256 ssd - tested that this fine and healthy as its running my games
all running on a 550w xfx pro - Some of you could say this is the reason? so did i, thats why i turned my oc off but no difference...

Suggestions would be muchly appreciated, im active now plz answer asap

What you describe sounds perfectly normal.

If you have VSYNC OFF, or even if it's on but can't put out more than the refresh rate (i.e. 60FPS) then you'll see a variation in the frame rate.

*Try turning the quality settings down a lot, make sure VSYNC is ON and you should see a fairly solid 60FPS.

It's POSSIBLE however that the variation in frame rate is more of a CPU bottleneck in Multiplayer so the graphics settings might not help out completely. You can try Single Player as well.
 
vsync is on. all graphics are as low as low as poss as stated aswel as mentioning no core is running higher than 60 so no cpu bottleneck issue, thanksfor replying though

Embarrassingingly, it turns out it what the Internet connection speed through my usb device, when I put it in my usb3 header I'm getting 100 constant on ultra! The difference!
 


This makes little sense to me, but glad it's working.

I'm not aware of any Wi-Fi adapters requiring better than USB2.

You may wish to verify any missing drivers for the motherboard. If in doubt, install the latest MAIN CHIPSET driver and reboot. Also check for no conflicts in the DEVICE MANAGER.

Also, try checking all your USB connections with your mouse to see if they all work fine. I've heard of weird issues with USB connections causing a polling overhead that reduced frame rates though not for BF4 (Prototype, Fear).
