BF4 Lag Spikes ... GTX 1060 3GB

Corsair 550W PSU
Win 8.1 Pro

So Here is my Problem ...
I mostly now a days play BF4 almost regularly ... The game run brilliant on my system with around 110-120 FPS on ultra-high settings.
But recently i've started having some really annoying problems. I get huge lag spikes. I've capped my fps at 70 now, i'll try removing the cap. I tried figuring it out but can't seem to get it. I'll attach the screenshot of HWMonitor I took today while i was having lag spikes.

I thought at first may be it was because the weather is hot and my system doesnt have any good cooling or airflow, but as you can see the temps are normal(i guess).
Then my second guess was maybe the cpu is throttling because the gpu is clearly only 50-60% used at max(not exactly sure).
although the max reading is 100% but it rarely go to 100% at max it remains at 90-95 but not for longer periods and interestingly today while lags were happening the cpu usage showed very low values around 20-30. Don't know if its always like that or not.
i checked my task manager also and while lags it showed 77-80% ram usage and 100% Disk Usage. I dont know if maybe the drivers are faulty i'll also try reverting to some older drivers.

It happens during campaign and multiplayer and most of the time it doesnt happen right away but about half an hour into gaming.

Can Anybody help me with this ... it is really annoying.

try removing affinity for one of the cores away from BF4, i.e. give it only 3 cores to work with.

task manager, right click on the process, go to details, right click on the detailed item and set affinity.

Have you checked to make sure something else isn't using resources? Make sure it's not trying to run updates or system scans while playing, & use Task Manager to see what processes are eating up CPU & disk resources when the spikes happen.

Yeah i checked that ... in task manager 77-80% of the ram is being used and Disk usage is 100-99%.
What should be the ideal cpu usage during such games ?? because my cpu is usually around 60-70% while gaming and its usage drop to 10-20% ... i am not sure but think maybe this is causing lag. because one time during lag i checked and was expecting cpu usage to be 100% on all cores but it was aound 10-20% on some and 40-50% on others ??
can disk usage cause this ?? what about ram ?? is it enough ??
