BF4 + R9 290 Low GPU usage. Please help !

I recently upgraded from a 7950 to a MSI R9 290x Gaming.
I noticed I was only getting +-100 fps (I have 120hz screen so I need my 120fps) in bf4 and I checked my GPU usage and it was only using +-40%.
In benchmarks Heaven and 3D Mark the GPU maxes at 100% usage.
Temps are low so its not throttling.
In Game settings : All on low except Mesh quality which is on ultra and FOV on 90

My specs are
FX8350 OCed to 4.8GHz - IT IS NOT BOTTLE NECKING. CPU only at 60% usage.
ROG Crosshair V Formula Z
8GB Kingston hyperx Beast 1866mhz CL9
MSI R9 290 Gaming
256GB Crucial SSD
640 Watt vantec ion2
Windows 8.1

What I have tried :

• 
  Different drivers
  Mantle and Direct X

Anyone have any idea about what could be wrong ?
Anyone want to share setups and configs.

Even though CPU usage is only 60%, that might still mean that the cores the game is using are at 100% and the rest are almost idle, so it could still be bottlenecking. Can you try to see the breakdown of CPU usage by core while you game? I think MSI Afterburner allows you to display that on-screen.
