Seasonic S/M-12 III is a Seasonic platform design, but not actually built by Seasonic. They subcontracted that line out to RSY, whom so far doesn't come close to Seasonic in house standards, but it's such an old platform I'm guessing they don't really care. It's the lowest quality Seasonic branded psu there is thats still manufactured.
Is there a difference in 50w? Absolutely. There are no Good quality 500w atx psus I can think of, but there's a bunch of 550w that rate from Good to freakin Awesome.
That little 50w can make a big difference in power delivery, stability, boosts, dependability, reliability depending on the choice of psu.
DC voltage in its purest form is a flat, straight line, no up/down. AC voltage is what alternates, up/down. If you use a psu with such poor filtering that your DC components (like cpu, gpu, ram...) are getting DC voltage that looks more like AC voltage, they will complain in a big way, burn out, quit, die, bluescreen, blackscreen, underperform, crash, freeze and generally run like crap.
The psu is the single most important part of any pc. It powers Everything and Everything is affected by it. It's literally the Heart of the pc, and if it's got a bum ticker, nothing good will come of that, only bad to terrible things.
3060/ti isn't all that cheap, it's an investment for many ppl, so while a 500w Seasonic S-12 III with a 65w Ryzen will be ok power-wise, you'll need to realize that psu isn't doing anybody or anything any favors, and could very well end up costing you more than the price of a decent psu to start with.
