Question Bios and CPU-Z both detect 16 gb RAM, but windows detects only 8 gb RAM

Using Corsair Vengeance 2x8GB sticks 3000 mHZ, Bios and CPU-Z both detect 16 GB but windows detects only 8 gb(7.9 GB to be exact). Also CPU-Z shows both the sticks are running at 2132 mHZ instead of 3000 mHZ. Maximium Memory in boot options is unchecked as well.
