[SOLVED] Bios and CPU-Z both detect 16 gb RAM, but windows detects only 8 gb RAM

Using Corsair Vengeance 2x8GB sticks 3000 mHZ, Bios and CPU-Z both detect 16 GB but windows detects only 8 gb(7.9 GB to be exact). Also CPU-Z shows both the sticks are running at 2132 mHZ instead of 3000 mHZ. Maximium Memory in boot options is unchecked as well.
Specs:
CPU: Ryzen 3 1200
Motherboard:Gigabyte A320m-HD2
GPU:MSI GTX 1660 ti gaming

turn on the xmp/docp memory profile on in bios

xmp profile is on(profile 1)

switched ram sticks around as well, tried individual ram sticks, both are working, also using the latest bios version as well

if it stuck at 2133 even with xmp profile on. it mean the mobo don't like the ram. return it and try another.

ah ill be getting new motherboard soon, guess ill wait until then
