BIOS and USB 2 support

I have an older DELL OPTIPLEX gl240 , Phoenix BIOS A05, which only supports USB 1. I purchased a USB 2.0 PCI card which I could NOT get to work only to find out from DELL that it is not supported by the BIOS.

Does this sound right?

ANy ideas how to get USB v2.0 functionality on this machine?
