Question BIOS and Windows doesn't see correct amount of RAM

Hey there!
I hope you can help me, I have realized that on my younger cousin's PC, there is a problem with memory - BIOS & Windows can only see 4 usable out 8 GB ram. CPU-Z program shows 8 GB RAM on Dual Channel which is kinda weird but shows how it should be. If I try to change memory frequencies in BIOS after applying settings, the computer resets 5 times automatically than restore to defaults. BIOS also downclocks only one memory as it shows in top right corner to 2133Mhz while the memories she got is 3000 Mhz. What's strange that in Board Explorer in Click Bios I can see 2 physical memories installed on my motherboard thus it shows only one in the computer info window.
I've already tried to update the BIOS, test each memory slot with different combinations and clear CMOS, but I still can't make it work

OS: Windows 10 Pro 64-bit
MOBO: MSI B350 TOMAHAWK AM4
CPU: Ryzen 5 1600, 3.2GHz
RAM Patriot Viper 4 DDR4, 2x4GB, 3000MHz,
GPU: GTX 1060 6GB

If cpuz shows 8gb of ram, then the bios should also show 8gb. Can you double check that? Possibly take a picture of the bios and memory config and post it.

The bios version doesn't make any sense. That version isn't listed at all on their site:
https://www.msi.com/Motherboard/support/B350-TOMAHAWK

Contact MSI, tell them what version you have and ask them where it stands in the list from the link above. You most likely have to just update your bios version, but confirm that with them first.

I doubt that. But i'd still give msi a call.
