BIOS / Booting Issues

Hi Guys

I have a laptop that I have been told to keep following a company liquidation (The company said I could keep it). However, their IT department have blocked certain things (sorry I'm not technical, well, not as technical as you lot). So, I want to do a fresh install of Windows, but BIOS doesn't even give me the option of booting from CD/DVD, I'm not able, in any way to boot from CD/DVD, and even when I am in Windows with a Windows CD/DVD in the drive, it won't let me go any further.......It won't open, comes up with an error message. I'm guessing that their IT department had put these blocks in place? But due to the nature of the current situation, they certainly wouldn't help me in this case.

Can anyone help please?
 
Three questions before I can help.

1. What version of Windows are you trying to install, and do you have the product key?

2. Do you have a USB flash/thumb drive with 8-16gb of memory?

3. Is there any data on the laptop you wish to keep?
