Question Bios chip voltage at pin #8

Hello All,

Having trouble with a Dell Precision T7810 motherboard booting.

Question: With the motherboard sitting on the bench with a good 3.3 volt CMOS battery in the board,,if i check voltage at pin #8 of the bios chip,,,shoundn't i be seeing VCC / 3.3 volts?

Does power supply have to be plugged into the board to obtain the 3.3 volts at pin #8.
Am showing my stupidity,,,,,which I can do very easily.

What voltage are you getting on pin #8? You should have the baord hooked to a reliably built PSU and while on standby see what the votlage on pin#8 is.
