Are you a joke?
Some motherboards have an onboard ARM chip which will allow you to flash the BIOS without a CPU installed. This is done to allow you to install a BIOS update if your board's older BIOS does not support the model CPU installed. Specifically some high end ASUS motherboards have this feature.

Oh, my p8z68 deluxe doesn't allow for flashback :( I'm having booting problems, so I can't update it in BIOS nor Windows... Damn, have to discard the mobo then.

Anyway, thank you for your answers.
 
Hello... Imagine the Factory production line... mass producing MB's... Wouldn't ya want a method too program, flash all these MB's without inserting a CPU into each and every one? Typically they put a UART chip, serial interface on a lot of these devices to do this.

The instructions in ASUS download page say:
X99-E-WS-USB3.1 Formal BIOS 3502 released.
[Using FlashBack, please rename to "X99EU31.CAP" after download.]
1.Improve System Performance
2.pdate windows update HWID to 9
**Please use “USB BIOS Flashback ” upgrade to BIOS 3502.
-----------Steps----------------
Step1: USB BIOS Flashback update BIOS.
Step2: Clear CMOS.
Step3: Install CPU.
Step4: Start to use.

Step3 specifically says to install CPU after flashback.
I am in doubt if I am *required* to remove CPU before BIOS flashback, and reinstall after it..
