Question BIOS frozen !

Hello everyone, I do have an HP desktop PC that I haven't used for a long time but I wanted to use it today and it just froze in the startup screen and the BIOS as well, it looks like the keyboard won't work at all?
Any help please?

full system spec? include brand and model of the psu
when you turn it on, does all the fan turn on?

It's a hp desktop called hp Pro with Intel core i3 and 4gb ram win7
And all the fans working smoothly there is no any noises all the hdds works fine but the issue is that when I turn on the pc it just completely frozen and no any response from it.
I tried to unplug the hdd one of the rams and nothing happened just stuck.
All what I want is just to ACCESS BIOS so I could install new Windows or any other os.
And truly any help will be highly appreciated.
