Bios not letting me use second memory slot's memory

So i have 2 g-skill f3-1600c11s-4gns rams and when i check the bios it says i have 4gb of ram installed in my pc. But when i check on windows, it says i have 8gb of ram but only 3,96 GB usable. My motherboard is MSI A68HM-P33_V2 and i updated bios to the latest version.
I've had this issue for a while and don't know how to fix it.

Try raising the DRAM voltage + 0.06 - what CPU cooler are you using?

The cpu cooling i use is the one i got with the CPU. My CPU is amd a4 4020.

Might also try raising the CPU/NB voltage + 0.10

so i just tried that, and nothing changed.

Might be bad mobo, or bent/broken pins

I don't know how it would be the problem with the motherboard, since the motherboard is a few weeks old now

Mobo's can arrive DOA, they can also come with broken slots, ports etc, right out of the box. Also MSI isn't known for having good QC (quality control)
