I just upgraded my cpu, mobo and ram. I turned on my PC it went to Bios and its only reading 8gb of the 16 i have installed. what should I do?

I do not have windows 10 yet as I need to reinstall it.

Solution
Looks like only reading 1 stick, try them in slots 1-2 from CPU and see if they both read - if so, Channel B may be the problem, this is often caused by a CPU cooler that is too tight in a corner or side, so out of balance and not getting full contact with the pins, loosen the cooler and then snug down to screw tight and try in slots 1-3
Do you have 2x8GB RAM config? If so, determine which of those sticks is faulty by trying out each one on its own.

Then try out the faulty stick on another slot. If it functions properly on any of those lanes, the RAM slots on the board are faulty. If not, your RAM is faulty and you should RMA it.

so i've taken both out and by themselves they are reading 4gb should be 8. what can I do now my Specs are :
MSI gaming 5 Mobo
i74790k
Crucial Balistix Sport RAM (should be 2x8gb)
NO OS
