BIOS Only uses 8 of 16GB RAM installed

I have purchased 2 sets of 8GB DDR4 kits (https://www.amazon.co.uk/gp/product/B0123ZBPDA/)
These in total are 4 x 4GB DDR4 3000MHz RAM modules

I have installed all four sticks into all four DIMM slots on my motherboard
My BIOS recognises all four sticks in A_1, A_2, B_1, B_2 but only displays Total memory as 8GB (8192MB) and so does windows.

SOLVED: Update the BIOS after a CMOS clear fixed it

I am using the Asus Maximus VIII Hero motherboard (https://www.amazon.co.uk/gp/product/B0126R4F8W/)
With windows 10 64bit with no max memory settings enabled.

I have double checked that all RAM modules are inserted properly in all slots and I have tried clearing CMOS only to have it briefly display the full 16GB as physical memory then reboot and only shows 8GB

How can I make all 16GB of my RAM usable?

Solution
I would consider looking at your BIOS version. It's possible that you're running factory BIOS and they've since come out with an update that fixes the issue. Just something to think about.
How about memory frequency, what does it read as in the bios?

Have you tried enabling xmp? Xmp or Asus's version called D.o.c.p should set timings and dram voltage. The option for it will be in Ai overclock tuner.

Try that and Dram voltage should be set at 1.35v.

After clearing CMOS the BIOS requires me to press f1 to "restore BIOS settings" which i believe is the reason that it returns to showing 8GB as total memory. https://imgur.com/a/rc7TZnZ

The frequency reads as 2133MHz
By XMP do you mean the XMP profiles? (no i have not tried d.o.c.p) but i will look for that

It seems like the problem is with your BIOS, how did you clear the CMOS? By removing the battery or setting it back to default using a BIOS configuration? Whichever one you tried, now try the other method and see if it works.
