bios or windows 7 does not boot on my pc

what happened is I was installing my new zontac 750 ti. When I booted it up there was just a (.) In the top left hand corner. I then removed the GPU and got very similar results. I know for a fact this is not a hard drive issue because I brought the hard drive to my dads PC and threw it in there and it booted up my windows 7 just fine. Is there anything i can do?

Does your GPU require supplemental power (Most 750 TI models do) and if so did you connect the supplemental PCI power cable from the PSU to the GPU?

What are your full system specs including the PSU model number?
