BIOS recognizes SSD but not HDD

So recently I my hard-drive broke; to replace it I bought an SSD and the exact same NEW HDD. Windows is on my SSD and BIOS recognizes that one but not my HDD. It works on my other computer just fine. But on this computer it wont even spin up even when it is the only thing plugged in to my PSU. I don't think it's a PSU problem because EVERYTHING else works in it and it is 80+gold, and with more than enough wattage.

I tried switching SATA cord, port, you name it but the HDD still wont get recognized or even start up for that matter. And I need this HDD because I have a lot of files and what not that needs to be put on it so my SSD doesn't get chock full of junk.

Please, if anyone has any ideas on the problem please help.

All drivers on my computer are up to date and the HDD is a seagate barracuda 3tb
