BIOS Save Changes

Attempting to change my boot order to start from DVD Writer. about 8/#?&^ times. No workie!
Problem seems to be the BIOS setup will not allow me to save my new settings and then exit.
Legacy Mode is Disabled. Is that an issue? Running Windows 10. Here is the "dumb Question"
After pushing F10 key to save changes and exit, a bos opens with a YES and NO choice to make.
The little black box is over the Yes. me assume that is the choice I need to make, so I hit enter.
The machine proceeds to boot from the HD anyway. So, am I supposed to move the little black box
over to the "No" choice, which may mean I am x-ing out that choice and really mean yes???
And even when I do that, it does not work. I can not exit the bios setup and am caught in a loop.
Hitting the ESC key does not help either. Seems like this machine is trying to prevent me from making changes to the boot sequence...and the SAVING THEM. What is the Holy Bee-gee-bees is going on? ? ?

Does windows 10 work? If you can get into desktop, try this

go to settings/update & security/recovery
under advanced startup, click Restart now button

PC should restart in a blue menu
put DVD in drive
choose Use a device
pick DVD from list
PC should restart and boot from DVD

What motherboard do you have? How you change the settings in BIOS may differ from brand to brand so knowing what you have will help.
